Yes, you can appeal a failed MOT test.
But first, make sure to discuss the decision with the MOT test centre. To help you understand how the test was assessed.
If you are still set on appealing the decision, you will need to complete and email (or post in) the "Appeal an MOT test result" form.

For MOT failure appeals, a DVSA examiner will carry out a full test on the vehicle. The costs of this will need to be covered by yourself. You will need to pay the full MOT cost. Which is £54.85 for a car.
Once the vehicle examiner has finished the test, they will inform you as to whether the vehicle has passed or failed the test. They will also provide you with a report detailing any defects and advisories.
The result of the retest will be added to the history of the vehicle’s MOT records. Note: the original test result you appealed against will stay on the vehicle’s MOT history.
If your vehicle passed the retest, you would receive a refund for the appeal fee.
